Establishing a Fertility and Childbirth Unit

Ministry of Health

We accompanied the Ministry in establishing a new unit from vision to operation. The project included defining objectives, identifying gaps, mapping required human resources, and creating a comprehensive operational guide detailing the organizational framework, tasks, and implementation timeline.

New Assistance Policy for Olim

Ministry of Aliyah and Integration

We supported an inter-ministerial process to design a new assistance policy aimed at encouraging Aliyah while optimizing resources. Based on a survey of over 10,000 immigrants and analysis of international models, we developed assistance alternatives and an economic impact model. We also supported the Ministry in successful negotiations with the Budget Department to implement these changes.

Strategic Implementation and Annual Planning

Ministry of Justice

In a multi-year project with the Strategy Division, we linked the Ministry’s high-level strategy to tangible tasks and budgets. We streamlined interfaces between headquarters and 45 distinct units, developed structured planning and control methodologies, and defined clear, measurable KPIs to ensure effective execution.

Accompanying the National Fire Authority to examine and improve work processes in the Fire Protection Division

National Fire and Rescue Authority

An in-depth analysis of all existing databases to locate guidelines, procedures, and instructions, along with in-depth interviews with dozens of stakeholders to collect undocumented instructions. The process included digitizing documents, examining the content of the instructions to identify duplications and contradictions, and aggregating all data to create a unified database with advanced search capabilities and accessibility. In addition, strategic recommendations were formulated to improve regulation based on the findings of the tests.

Analysis and assessment of teacher shortages in the education system

Ministry of Education

We conducted in-depth research that included stakeholder mapping, interface analysis, and a review of existing information and data systems. A gap analysis revealed key process and system limitations. We then developed an AI-based information infrastructure, including a POC and successful pilot. The result was a dynamic model for analyzing teacher shortages and, for the first time, a data-driven decision framework enabling long-term strategic planning in the Ministry of Education.

Digital Transformation in the “Decisive Appraiser” Process

Ministry of Justice

We advised on the digital transformation of a “decisive evaluator” process to improve efficiency, transparency, and user experience. The project included mapping existing work processes, identifying operational bottlenecks and pain points, and designing technological solutions to streamline activities. We proposed a new digital system to streamline task management, reduce bureaucratic burden, and improve collaboration and knowledge retention across the organization.

Formulating a policy and its implementation to promote women’s sports in Israel

Ministry of Culture and Sports

We led a strategic process to advance women’s sports in Israel by mapping key barriers and their root causes. Following comprehensive international research and consultations with experts, we developed policy updates and solutions that shaped the Ministry’s multi-year strategic plan, laying the foundation for significant progress in the field.

Operational Concept for Flood Risk Management

Prime Minister’s Office

We supported an inter-ministerial CEOs’ committee, chaired by the PMO’s Director General, in developing a national flood risk management solution. The project involved assessing the current state, benchmarking international models, and formulating recommendations for a systemic transformation in Israel’s flood management. This included establishing a dedicated regulatory body and setting operational targets for its activities.

Streamlining Government Offices for the Accountant General

Accountant General

We were commissioned by the Accountant General to review exempt-contracting practices in four ministries—Tourism, Economy, Culture and Sports, and Agriculture. We analyzed three years of contracting data, identified trends, held meetings with all relevant stakeholders, and mapped key barriers and bottlenecks. A central goal was reducing reliance on exempt contracting. After identifying root causes, we reviewed market conditions and recommended ways to increase competition and limit the use of exemption clauses.
